Gazprom Still Hopes for End-of-Year Share Liberalization Despite Official Remarks

On Thursday, Nov. 10, Russia’s Deputy Prime Minister Alexander Zhukov, currently on visit to Venezuela, told reporters that Russian ministries and natural gas monopoly Gazprom are unlikely to submit drafts of all documents needed for the liberalization of the monopoly’s share market by the end of the year. “There is not enough time left,” Zhukov said, as quoted by the Itar-Tass agency.
Zhukov said that Gazprom’s share market could be liberalized in 2006, only if Gazprom, the Economy and Finance Ministries submit the documents before the end of the year. He added that liberalization in particular means the removal of restrictions on foreign ownership of Gazprom shares.
On Wednesday, Nov. 9, the Economy Ministry submitted to the Justice Ministry a bill that seeks to remove the 20 percent limit on foreign ownership of Gazprom shares. After the Justice Ministry approves the documents, they will be submitted to the government for further approval. A competing bill that also seeks the liberalization of Gazprom’s share market is slated for consideration in the State Duma, the lower house of Russian parliament.
On November 16, the State Duma’s energy committee is expected to discuss a bill submitted by Deputy Valery Yazev. The bill is also expected to remove the 20 percent ceiling on foreign shareholding in Gazprom. The bill seeks to establish that the government should hold at least 50 percent plus one share stake in Gazprom either directly or through companies in which the government also holds at least a 50 percent plus one share stake. The bill also stipulates that a sale of a government stake in Gazprom that would bring the government’s combined stake below the 50 percent plus one share threshold should be subject to clearance by a federal law. In late November the State Duma is expected to submit this bill to the government.
Gazprom reacted to Zhukov’s words with a statement that it still aims to remove restrictions on foreigners owning its shares. Sergei Kupriyanov, Gazprom spokesman, said that Gazprom “continues to aim for the end of the year” to lift a ban on non-Russians owning domestically listed stock in the world’s largest gas producer. He acknowledged, however, that there were concerns over the time it would take the Cabinet and parliament to consider the legislative amendments required to implement the changes at the company, which supplies a quarter of Europe’s gas and is a major contributor to the Russian budget.
Despite the possibility of a delay, analysts remained generally upbeat. Adam Landes, an analyst with the Renaissance Capital investment bank, acknowledged that Zhukov’s remarks were a “disappointing development.” But they were “hardly ... price-moving for Gazprom, given that the intent to remove the ring-fence is still very much there,” Dow Jones Newswires quoted him as saying.

2 mp. alatt dobtak ki a 20k-t 150-en. Mar kezdtem orulni, erre pillanatok alatt kidobtak neki.

Ez az a pont ami nagyon teccik. Szepen visszament majd 20kig hogy az ujboli emelkedes kozben betomhesse a konyvet, es voala. Ezt teszi. 1000 feletti vevok minden szinten. A 20k-t pont nem latom, de az mar szerintem jobban ki van parnazva. Eladok meg elfogytak. Most kene egy jo kis ceges belevetel ugy 300-ig es onan nincs megallas.
